That's because your community opts to live on a reserve. That's becase the vast majority of Bands opt to keep the money, build themselves nice homes while others are too stupid to wash their own hands.

Live in a city with municipal services, and stop looking for handouts.

Most of the funding in my community goes to writing reports to satisify your need to account for every penny that we get, regardless of weather that money should have been spent on fresh water treatment.

We could have fresh water to every home if we stopped spending millions of dollars reporting to you every year.
