Regina Regina:
Why should he have been cleared if he had a criminal record?

Customs doesn't check for a criminal record anymore. The Embassy does that before they issue your visa. You can immigrate to Canada WITH a criminal record, but there are rules and regulations about that.
It must be over 10 years ago since you have been in jail, and you should be rehabilitated by the Canadian embassy, or be found rehabilitated.

$1:
The officers have not been charged in connection with the incident, and none of the report's findings will be legally binding in relation to the officers.

So all my tax-money goes into nothing legally binding? :? No-one will pay?

Yes, the details need to be looked into, and thats why the break.
It's beyond me that these 4 officers could simply be transfered to another location as if their obvious purgery meant nothing though. These 4 lied so much and so badly that it casts doubt on all police now.

The problem is this: Who lied? The brass, the officers or both? If the RCMP had any credibility going into this, they've shit it all away. I don't think the average Canadian cares if a brass-laden cop lied or a street cop. Well, actually, I'm more likely to deal with the street cop, so here's hoping it's the brass!

Man, the RCMP is in worse shape than I've ever seen. Too bad, I work with a lot of them, and they're good folks. No doubt that they cover up for each other though. They are n't the only ones. Physycians are horrible for little miscreants run amok in their profession because they won't turn in one of their own.

Anyways, this will likely have fairly major implications. There's alot of talk of running the RCMP out of BC and getting a provincial police force. Which is odd, because, conversely, there's alot of talk af amalgamtaing the police departmetns in the lower mainland to allow a more coordinated effort against drugs and gangs here.

What's really needed is independent investigation of the police. This is essentially what Braidwiood is doing, though it wasn't what he was really supposed to be doing. Whihc is why the federal lawyers are trying to muzzle him.

Most directly, the 4 horsemen lied and this investigation made it public with every glaring detail. I think most Canadians already assume that RCMP upper management are dirty. I wonder what stories Zaccardelli could tell if he had a chance.

This is now damage control and they need to start the clean up. Harper talked about a big clean up on the RCMP but that didn't get done because of cost, influence or political inertia. For whatever reason, cleaning the top and leaving these 4 might be just, because they took their orders from higher up but that won't placate the public.
