The chances of this treaty being ratified should be pretty slim. After the disaster that was the Clinton Assault Weapons Ban, I doubt Congress will go after any major form of gun control for decades.

this isn't going to go anywhere. Even if it does manage to pass, most states will take Montana's lead and just declare their 10th amendment right and refuse to implement the federal statute.
