Pen perhaps you'd like to explain to Lenny, why the military is used in times of crisis. He doesn't seem to realize that the military has been doing stuff like this for thousands of years, from the Roman legions building the roads that linked the Empire to the modern military being used in times of civil emergency(including natural disasters).

I never said anything remotely like that. You're trolling on a newbie now. When firefighters aren't fighting fires, do we send them out to repair roads? When cops are out on traffic patrol but aren't pulling people over, should they stop to pick up trash in the ditch? BUT, If the military's role is fill sand bags, then we shouldn't have a military. We should just draft the whole populace in times of war and shut the whole damn thing down in peace time.


That doesn't make a bit of sense.

Is it really the military's problem anyway? Don't we have anything better for the armed forces to do? That's NOT a slag on the military AT ALL, don't misunderstand me. Having a highly skilled, trained, professional group of folks like our military filling sand bags is kind of like getting surgeons to build sandwiches at the Subway. Why don't we send in the people on welfare to fill the goddamn sandbags and let our soldiers worry about Russian subs and search and rescue and shit like that?


Well, if you know if another group in Canada with hundreds of helicopters and boats, as well as plenty of manpower who can help out, let us know! Trust me, if the Red River floods southern Manitoba, there'll be plenty of search and rescue for everyone.

The Canadian Forces primary goal is protecting Canadians. I'd say this is protecting Canadians in a big way.

I'm aware that it's BECOME their job, but aren't there better alternatives? Shovelling snow and bagging sand just seems sort of "beneath" our military. I'd sooner see our tax dollars better used by making the recipients of the "brown envelope" earn their dollars and let our fighting forces worry about national defence. I don't know. Maybe someone from the military could comment.


It has always been the primary duty of the reserves, supplemented by the regs if needed, to respond to domestic operations. As a reservist that is my primary function and is the main reason we exist.

Ya know, this happens every year. I have an idea. Build a huge pipeline system over to Saskatchewan and Alberta where the water could be stored and used by the oilsands and any other industry that uses large amounts of water.

It would create jobs and reduce the amount of damage caused by the flooding and the oil sands could rely on this water instead of sucking large amounts of water out of the local rivers and lakes.

It's called Aid-To-Civil-Power. I was there in 1997 and neither us or the citizens of Winnipeg felt ashamed or "lowered" to assist in any means possible. This may be a long shot but one could consider saving a city a form of National Defence.

Unfortunately, we didn't really get the same feedback about our presence in Montreal during the Ice Storm.

The amount of excess water that causes the flooding could probably be measured in the Trillions of litres.

Good luck building a pipe system to redirect the excess for less than 20 Billion dollars, and good luck storing it.
