How long has he been in?

If its more than 5 years, flags may start to go up if he hasnt taken a tour. The system will most likely be very easy on him at first too. When he is caught he will have 1 year probation, where he will be subject to random tests, have to attend counselling and will not be at the bottom of every list when a course comes up. If he is caught again they will start looking for ways to convince him to leave the forces, but the penalties will be similar. A third time and he will be discharged. Again this is pretty much how it goes for a recreational user, I have never known anyone who had a trafficking charge, but I highly doubt they will be as lenient.
I am friends with one guy who was charged for use of an illegal substance when we on our QL3 (trade course). The charge has hurt his career, but he has stopped using drugs. It has been 3 years since he was charged and 2 other guys who were charged with them have either quit or been discharged.

Do they take blood/urine samples before a tour? He was hoping to go to Europe for a tour. I can't speak for him though, but I know this would be his third year.

It's good they take steps against drug use, even recreational. Drugs are harder to detect than alcohol, and having someone stoned while they should have all their senses alerted is worrysome.

Tour in europe? He is in the CF?

Its pretty common knowledge that if you are in anyway inoxicated while you are on duty, your life in the military will end.

Yes they do test you. The tour I went on was the one in the maritimes where several people failed the pre deployment screening. Many of those caught were kicked out of the military.

Back to this news... I always wondered; After partolling through fields of Mary Jane and huts of harvested MJ and dried poppies and the such. When the MP's used K-9's search of course there going to get the scent of drugs, when checking on guys right back from patrol. When never got checked on our patrols I'm guessing cause it was a non-issue or there was no complaints.

Seems reasonable. Airport explosive sniffers get set off by residue in kit as well.

The Canadian MP's dont have drug dogs, the only sniffer dog teams we have are out side contracts that search for explosives.

Mefloquine is an anti-malarial drug. I could be wrong, but I don't think they're talking about it with regard to recreational drug use.

Hey, what about anti-inflammatories? What about blood pressure medication? Are any of our soldiers using that?

The article states that the MP's used the assistance of drug sniffing dogs. Also, the roto previous to ours they brought in some, don't know from where, to chekc on some of the troops that we relieved.

Mefloquine, did give me some wild dreams but that was about it.

MP's might have hired someone with drug sniffing dogs, but the CF does not have drug units. It is very possible though that they hired some from American K9, like they have with the bomb dogs. The fact the CF does not have dog search units is a bit of a sore spot with the engineers as well as the MPs, we feel we need them while the CF doesnt.
