It's not that this is a bad suggestion however, I doubt the testing infrastructure is there to support it and implementing it would likely be costly and result in uproar from the many drivers who do drive well and don't have accidents.
I think it's best if this is targetted towards groups that are statistically shown to pose more of a problem, e.g., those over 70, those under 30, etc.
However, doing so is likely to generate more political fall-out than most elected governments would want, so it isn't likely to happen.
