Uh, if there is no guilt why the apology? Yeah, they were guilty, just no record of it in their files.

They apologized for their actions which they knew were wrong. This is certainly evidence that they believed they did something wrong.

However, wrong is subjective and just because we know something is wrong, (like sex with a minor), does not make it illegal.(like palin's daughter in Alaska)

Without a trial or conviction, all we can assume is that they believed that they had done something wrong to the police.

Having the charges dropped is actually the polar opposite of a conviction.

actually legally they are not guilty, withdrawn/dropped charges mean that either the crown (D.A.) decided not to prosecute or there was not enough evidence to get a conviction or the crown opted for alternative measures. alternative measures means the offender has a low chance of re-offending, and therefore either an apology or a essay would suffice. morally they may in the wrong, but without a conviction they are not guilty.
