Turns out a Justin Trudeau style, Chuck Schumer, Democrat, program is to blame.

"Sayfullo Saipov, 29, was an Uzbekistan National who came to the United States under the Diversity Visa Program (DV Program), which makes up to 50,000 immigrant visas available annually, drawn from random selection among all entries to individuals who are from countries with low rates of immigration to the United States.

Saipov came to the United States in 2010, just seven years ago under the ill-conceived progressive program.

The scheme was designed by then-Rep. Chuck Schumer — now the Democrat Senator from New York in 1989 that was part of the Immigration Act of 1990, and it became permanent law in 1990."

'As such, the New York terror suspect should be held and interrogated – thoroughly, responsibly, and humanely– as an enemy combatant consistent with the Law of Armed Conflict,' McCain added.

'He should not be read Miranda Rights, as enemy combatants are not entitled to them. As soon as possible, the administration should notify Congress how it plans to proceed with the interrogation and trial of this suspect.'

Looks like the terrorists aren't as scared of attacking Americans as was promised that they would be by a certain new shoot-from-the-lip POTUS during the campaign. So, yes, send him to Gitmo, attach some jumper cables and a car battery to his testicles during the interrogations, and find out just like the Bush admin did that US courts (even the military ones) won't acknowledge testimony that's taken under torture.
