In Tokyo they treat you with more respect because they know you aren't Japanese, they welcome you with politeness and friendliness in a very homogeneuous country.
I'm going to call bullshit on that.
There is a fuckload of racism in Japan - foreigners are routinely singled out as the cause of crime, rape, HIV, etc.
The Japanese barely ever insult you to your face, especially if you're white. Instead they call you barbarian (which is what gaikokujin means) and cross to the other side of the street/other end of the subway car because they are scared you'll rape/attack them.
If you're a visible minority, then all bets are off. Police harass you, the government blames crime on you (check out ads in subway/bus stations) and many Japanese people view you with automatic distrust.
Ever see one of these trucks in Tokyo?

They are driven by Uyoki Dantai (nationalists) who want to re-militarize Japan, expel foreigners and basically go back to the wonderful old days of the Greater East Asia Co-Prosperity Sphere.
I would never say that all Japanese are racist (many are not), but there is certainly racism in Japan. The difference is that it is very subtle and not overt like it is in many other countries.
You do realise that you're responding to a complete loon who lives in his own special world and thinks that leaders of countries listen to his ramblings.
Whether they listen to me or not, they hear me. Fortunately for wronged Canadians like myself there is a much bigger world outside Canada who understand and appreciate facts.
The problem with some is they either have an ulterior motive or refuse to understand these facts. As an example, I have a full FOIA request that confirms what I know and suggests that America knows as well. I simply filled in the blanks and the details the police in Canada would not have provided, it's called "CYA", the most played game in town for Canadian police. There is always two sides of the story and I make sure allies understand this.
You can mock me and call me names; coming from you and our interactions here it doesn't surprise me, but these are details the U.S are aware of. If you think they simply write someone off you are mistaken. If I had lied that's another story, but I already confirmed what I KNEW they had been told, after that my credibility was much stronger, especially when I can provide specifics, even emails. How could I know what would have been shared, how I would have been painted? That's the $100,000 question, and it points directly to the effectiveness of their so called "methods". Arrogance.
Canadas exports to the U.S are down 1%, U.S businesses are decreasing investment in Canada. It's not going to get better outside of the pipeline, mark my words. Ironically I had been communicating with the GOP for a couple of years, the first time I heard publicly similar words I had spoken many times came from Trump suggesting countries in trade agreements with the U.S were ripping them off, and "not playing fairly". A day later he alluded to the softwood lumber issue out West. That's when my opinion of him started to sway more favourably, I knew his administration would understand facts.
Years ago I would have thought like you, but I realized there's no sense suffering in silence, better to stand on principle and hope that decision makers and stakeholders would at least entertain what I shared. As long as I maintained my honesty and integrity, Canada was going to pay a price if others would respect that I wasn't lying. Countries aren't stupid, they pay the best and brightest to understand the details, I have challenged the RCMP to provide a different narrative, they cannot, and will not, and I know why.
The RCMP could have corrected this long ago, they preferred to remain arrogant. Bob Paulson goes from speaking poorly about his officer suing the force in 2013, to nearly breaking down in tears with a plastic apology (and many millions in federal money in liabilities) to the same women. Worse, he can't even suggest that those offenders are accountable. They aren't. Some have already retired, others will retire from the force with a full pension, while the women suffered.
Now take that last paragraph alone and consider what our allies determine from this along with various other abuses. Do you truly think Canada is trusted?
I type 50 words a minute and have nowhere to go (evidently neither do you), I can do this all day.
