Well the US National Guard is a curious creature but the Reserves are not under civilian or dual control, they are under the control of the US DOD and Secretary of Defense. They might be given tasks to aid the civil power (as with our reserves) but that is at the discretion of the Secretary.


Many states also have their own state militias that are not subject to nationalization.

Yeah but they seem to be glorified search and rescue units with very little equipment or funding.

Of course. That's the heart of those units being all-volunteer and self-funded. Militia members general adhere to a standard for sidearms and rifles so they can use ammunition from National Guard armories when needed. The weapons themselves are provided by the individuals at no cost to the taxpayer.
