If he's disabled and already stuck in the bad part of town he's not the kind of tenant someone with a basement suite is going to rent to anyway. The disability also means he can't do stairs up and down into a basement. He needs something either ground floor or with an elevator, like this hotel he's getting booted out of.

He works part time as a security guard - so he can't be totally disabled. And many basements are ground level, at least here. They're really the ground floor, but LR etc is up stairs.

The Ontario Fire Marshall cracked right down on people renting basement "apartments" because for most of them, there's only one way out in case of fire. Fire codes in Ontario require a minimum of two exits from any living accommodations (those little basement half-windows don't count as an exit btw).

Trailers for rent? Being serious, I know I've considered it a couple of times myself. Down here its pretty viable and a decent solution.

It is. It's entirely affordable and logical if one accepts that the trailer will never appreciate in value the way a house will. Most trailer courts, the regulated ones anyway, are actually pretty decent places to live. Thanks to a certain Canadian comedy and the antics of too many white trash hillbillies there'll always be a social stigma to living in those places though. :|

Sure there is. Homeless shelters, rooming in someone else's house. Maybe one of those super crappy rooms above a tavern.

I very much doubt that the cheapest accommodation in Toronto is $1200 a month. It certainly isn't in Metro Vancouver, which from what I understand has the highest rents.
