Where are you located? The school zone speed limit has been 30 km/h around the Lower Mainland for as long as I can remember, as for the speed bumps, they have started showing up in school zones and parks, usually adjacent to crosswalks and also used on side streets used as shortcuts around high traffic areas. As for the traffic circles, roundabouts, they are becoming more prevalent in lower traffic areas in lieu of stop signs or 4 way stops. The biggest problem with them is too many people don't know how to use them, or just assume they have the right of way.
I believe that Dr. C was meaning that the school zones just recently came into effect, for this given year, on September 2.
As for speed bumps. The primary schools of issue (this is an Edmonton wide problem) are all on ETS bus routes. Sadly, one of the worst offenders (by complaint, not by charge) is the ETS buses themselves.
Don't even get me started as to why Edmonton can't have traffic circles...you just can't fix stupid, and far too many of our drivers are stupid.

To give everyone an idea of how bad excessive speed in school zones is, in Edmonton...2,099 vehicles were caught speeding through our school zones...on the FIRST FUCKING 4 DAYS OF SCHOOL...seriously...sometimes I wonder if this city should just ban personal driving all together. We just can't seem to get enough people to follow the law.
