Put resources, time, money, people, into this solution.
Testing, retesting, stealing technology from the emissions guys on the US.
Further resources into hiding all the tech from the government, and others.
All approvals across the board to implement this solution.
Make the concrete decision to break the law and put it into production.
Hundreds of people involved.

Probably don't tell the dealer network, or even the mechanics.

higher then in the US.
The easy solution is to reprogram for emissions controls on all the time.
However, that will drop the fuel economy by a lot, and the resale value of VW diesels
in the US just dropped by a ton.

I work with a guy who drives a VW diesel and he gushes about what a "green" vehicle it is. I reminded him that winter diesel has some seriously nasty poison additives in it so that it doesn't get waxy in the cold.

I think what he's trying to get at is to never, ever try to do anything that is right for your environment. Never try to improve your world if you think that you can play even a small part, because some big company will only turn it against you and use it to screw you over to make a buck.
