Oh I'm sure you can find the 56k upgrade in North Korea these days.

Latest special in Slovakia is DSL for 6.99 a month.

There's several locations nearby where the line runs through a concentrator and many subs are beyond the distance for ADSL. That means dialup, and because of the concentrator a 28K connection, Even though your Windows is telling you it's faster than that, it really isn't.
To make matters worse, if you call they'll tell you they don't supply dialup anymore so you have to find a 3rd party service.
You get to shell out for huge $$$ for satellite Internet, cell based Internet or WISP in those spots, so the CRTC lists you as 'covered' for highspeed.

We've got a box full of Hayes 28.8's that we're hoarding because one of our applications still requires it. 8O The manufacturer has no incentive to change their program that relies on dial up, so they pawn the costs of maintaining poor infrastructure on us.

DSL and dial-up. ROTFL. Buddy, we had full blown cable internet here while most Americans were still dicking around with AOL.
Nor was anything nationalized. That would indicate that govt and the people own it. Neither the govt or the people own it.

In fact, what the CRTC did was put an end to what was essentially a "triopoli" where we have 3 major internet providers, all of which continuously try to put the screws to their customers. They know there's no real competition with each other because it's like they each have their own turf where they supply internet service. For example, if I wanted to switch from Rogers to Shaw, I couldn't because Shaw does not provide service to this area. Bell might provide internet service to this area but personally I'd rather nail my sac to a 4x4.

I got lucky as the fiber line for AT&T U-Verse is literally right in front of my house. The $1900 covered their cost to splice in and pull a line directly into my computer room in my house. They installed a router for me and I use Cat6 to connect my computers to it and we also run our telephone service over it. The TV I still run through DISH Network just because I prefer it.

Used to have a private wireless shot back to the office, 10Mb 10 years ago, 100Mb when I left the business.
Now I pay $58 (less $5 bundle discount) for a 6Mb DSL with 100GB cap.... sometimes I can even watch Netflix and get more than a spinning circle!
The reality will be that those in heavily populated urban centers will get even more choices and better service and even less incentive for anyone to improve in other areas.
