I think this case depends on the law. Was immigration between commonwealth countries really that open, that they could just set sail and arrive here? Did others do this what weren't turned back? IN that case we should apologize for breaking our own laws. OTOH, we never should have apologized for the head tax - the Chinese knew what the deal was and chose to come anyway.

Personally, I think 100 years is a nice round number. That's 4-5 generations of people. And I can't believe you brought up Japan, I had every intention of Godwinning this thread if the debate didn't go my way.

Germany did apologize, Japan hasn't. 60 years is quite a time too.

As for having to apologize, it all comes down to Canadian Punjabis. If they feel their apology doesn't match that of the others, they'll push for it. If the Punjab stirs them up like this article, it might get them going. Get enough of them feelign slighted, and Bob's your uncle - can't lose those votes.
