Satellite's probably cheaper and easier to maintain that trying to run endless thousands of miles worth of landline through those swampy northern forests and tundra. Way easier to fix too than sending out a crew to find where a tree fell over and pulled all the lines down with it.

The satellite dishes don't bother me. It's more where's the rest of the money going that things never even stabilize at a minimum level of lifestyle for these people, much less the pipe dream that things will ever get better.

They don't work like that. You set up a hut with a satellite link on top and a transmitter and rebroadcast CBC radio and TV. Not terribly expensive like providing phone service.
Besides, those home dishes are on an off month to month. Just like the Internet connections and cell phones. Hard to come up with the monthly fee if there's no work.

But yeah, it's hard to comprehend staying on a rez when the rest of us have parents/grandparents/ancestors who came here because things were shitty at home and we think nothing of packing up your home in Vancouver and moving to Toronto to follow a job. A hefty portion of Prince George BC used to move because the kids were approaching university age. Demanding the right to stay where there's nothing and insisting others carry the cost is an alien concept to most of us.
Shit there's $4 million schools in the middle of nowhere here, medical stations that sit empty until doctors and dentists get helicoptered in and trucks running diesel to run hydro because it's too far to link to the mainlines.
