The theater CO for each nation, or the central military command depending on how each nation has set up the legal authorization and limits on their military forces.

The UN doesn't set any legal limits because it has no authority to command any military force, because there is no UN military.

The national government that troops belong to may adopt UN suggestions, by no nation is under obligation to supply forces to the UN, or accept orders from the UN.
