Well, yea. Foam is a vapour barrier as well as an insulator. Roxall is also fireproof as well as non-carcinogenic.
Careful now. Close cell is a vapour + insulator, open cell is insulator only. Don't even want to think about how many buildings had that little 'whoops'...and Roxul is great stuff, but I would still handle it with due care.

All I know is that fiberglass does not have a
WHIMIS sheet, and does not require varying hazmat levels to remove; where asbestos does.
Many of us are trying very hard to make the same data mandatory on glass fibre products. Not only are they fibrous, and exhibit many of the same problematic traits as asbestos, many manufacturers couldn't even tell you the entire makeup of their products. There is simply far too little control in the supply chain, as of right now.
