Of course not.
But if I go to have repairs or service done to my vehicle those repairs or services are not taxable and not even the IRS tries to impose some bizarre form of property tax by taxing me on a subjective increase in value that is not actually realized unless I sell my vehicle.
Same with Canada. This issue has nothing to do with income tax and is only a duty on purchases made in the US minus the deductible allowed based on the length of time he spent in the US. If he flat out purchased a car he'd pay tax on it based on the invoice. He made a $137,000 purchase in the US and tried to bring it home duty free. Not only that but he could have had the same work done in Canada.
