I think they want to let the man go eventually. And maybe lock him up again after another beheading or worse...

The problem lies in the faith these doctors have in the meds. their entire careers depend on reforming these people with meds.
and make no mistake they view this a recovery.

The good thing is, many of them can be ok with meds. It's being unsupervised or living alone that makes the good turn bad. This illness is very cruel to its victims. It tricks you after a while into thinking you're doing fine and don't need the meds anymore. If you live alone, by the time the symptoms start becoming noticeable, you're too far gone to realize it.
What Li did was an absolute horror and he should never be unsupervised again. But let's try and have at least a modicum of compassion for a person who is suffering from a terrible disease I wouldn't wish on anybody.
Mental illness can strike at anytime and nobody is immune. In fact, statistically the odds are pretty darn good that there's at least two people on this forum who suffer from some form of mental or emotional disorder.

He was on meds the last time. He stopped taking them because he thought he was fine, and of course the rest we all know...
He needs to remain institutionalized, for both his and the public's sake. The supervision is necessary for people like Mr. Li who have an elevated risk of reoffending.
