We had skunks wandering around, then we got two cats, skunks now stay away.

Maybe not an ideal solution but it worked for us.

I'm not sure there is a need worry about the punishment this guy receives if found. There is a good chance that he is very young and and that he is acting out as a result of his own abuse.

Some might not want to accept it, but actions like this can sometimes have a cause.

I agree. We are responsible for our own actions regardless of our reasons for them I would also suggest that society needs to be protected from this person in their current state and there is a chance that they are beyond hope, specifically if this was done by an adult. However, I also think it could be a messed up kid in this instance and there is a chance that they are in more trouble than the animal is. I am just not so inclined to equate Action A with Punishment B without knowing the whole story.

Most bylaw offices can lend you live traps, and they will come and pick up and relocate the skunks.

That, or a .22 to the base of the skull.

Yeah, traps are safe for the trapper and skunk, their designed so the skunk can't lift it's tail. Lifting the tail kind of turns the sprayer on.
