As well as being an astronaut, he's also the commander which is partially a PR position. Most of the stuff you mentioned is dealt with by payload specialists.

Disagree. Anything that makes science and learning seem cool to children is to be embraced.

Doubly disagree. Hadfield's tour of as Commander of the station saw it perform more science and medical experiments that any mission before it. "for planet Earth is blue and there's nothing left to do. . ."

And he still had time for PR work.
