It does. You can have any restrictions you want for a private non-profit organization. Lots of women only leagues, Icelandic whatsit societies etc etc.

Well, I'm in the German Canadian Association of Nova Scotia, and I am certain that it would not fly if we refused entry to those interested in the group that were not of German stock...

I don't know what the law is in NS, but in BC it would very much fly. Just that nobody else wants to hang out with a bunch of Krauts anyway.
