Oh, I like this. What it will do is cause insurance companies to withdraw or cancel their policies on bars, thus shutting them. It will also cause a lot of people whose bars were on the fence financially to go ahead and close, too. So supply legal drug in illegal quantities, no problem. Supply an illegal drug and you're responsible for the user's behavior and up for vicarious manslaughter?
