DrCaleb DrCaleb:
And I'm not sure that I'd want the police to have the ability to arrest and detain people based on their suspicion.

How about being drunk in a public place, can you be arrested and detained for that?

How about causing a disturbance, cop asks who caused this, and if no one talks, the whole works of them are tossed.

Seems plausible, tho I wonder if a campsite is a public place since you rented it.

'Zactly. Most Federal campgrounds are 'dry', most Provincial ones allow alcohol. None of them are funded well enough to enforce the rules 100%.

DrCaleb DrCaleb:
The victim in the case said he was first jumped by the two guys on the back of the truck when he tried to record the license plate, and by the time the other 4 joined in the kicks to his head prevented him from identifying the other 4.

The police aren't stupid. To his credit, the victim wouldn't accuse the other four knowing he really didn't see them. Everyone knows who was involved, but without the victim of some member of the public identifying the assailants, they won't arrenst them. It's not what the police know or suspect, it's what can be proven in court. So the only thing the Police can do is to let the victim know he may be in further danger, and the best course of action is to not remain so they don't have to respond to further violence later in the evening.

And I'm not sure that I'd want the police to have the ability to arrest and detain people based on their suspicion. That's not the world I want. The one I want is where all the other campers in the campground backed this old gentleman up. The victim described seeing someone with 'legs like treetrunks' who pulled these 6 wastes of government rations off the old guy. That's the guy police need to hear from.

Ultimately, the cuts to the Parks and Rec. budgets that force them to only have one ocassional warden on patrol need to change. I remember many weekend spent in that campground myself, and no one got away with sweet f all after 11pm. Wardens were always coming around, every half hour to 45 minutes, all night.

Sorry Doc but I've gotta disagree. Two of the males were arrested and given an order to appear. You don't get an order to appear if your under investigation you only get one when you've been charged.

$1:
RCMP charged two people in the incident who are scheduled to appear in Stony Plain court July 18.

So if they felt Gillingham was in danger why did the leave the perpatrators who did it there in what appears to be direct conflict with the part of the law that states they have to:

prevent the continuation or repetition of the offence or the commission of another offence

IMO the Mounties fucked up again and if I was Gillingham I'd be demanding to know why 2 people charged with assault and battery were allowed to continue partying while the victim was made to depart........... for his own safety, which in laymens terms likely means, to prevent the drunks from committing another crime.

With decision making like this is it any wonder the public are becomming completely disenchanted with the Mounties?

This is assault and battery.
The beaten guy must have been poor, so his safety was apparently not a priority to police.

To the best of my understanding alcohol consumption is allowed only in the site you are occupying, wandering around with it is not allowed, so outside your spot it would be considered as drinking in a public area. That said, the enforcing of any rules or laws in a provincial campground is a fucking joke, the only way to get any enforcement of the rules etc is to call in the local RCMP or other agency.
