What's not mentioned here are the facts that:
1. Prison populations are concentrated in rural areas and the families of inmates tend to move to be near their incarcerated family members and that causes a draw on social spending.
2. Rural and agrarian counties are the ones most impacted by illegal immigrants and the state is obligated to reimburse those counties for many of the state-mandated expenses for illegal immigrants.
3. State spending on electrical and water infrastructure is concentrated in rural areas.
4. Rural counties receive a disproportionate number of parolees and sex offenders due to various laws that prohibit sex offenders and violent offenders from living in urban areas and then the state has to reimburse the counties for the expenses in maintaining and supervising these criminals.

What is not mentioned in the report is that the average income of >> US citizens << living in rural counties tends to be above the state average. This is for two reasons: 1. so-called 'super commuters' who work in the urban areas and live in rural areas. 2. Simply put, rich farmers.

There has long been a demand from the rural counties to require paroled inmates to be paroled to their county of origin to reduce rural costs in managin urban criminals. There has also been a huge demand to cut mandated services to illegal aliens who disproportionately affect rural counties. We'll see what happens.

Most likely, nothing.

Even beyond other factors, like Bart mentioned, I'm not sure why this is surprising. Rural areas are commonly sparsely populated, and if you're going to do a per capita comparison between urban and rural areas, no doubt urban will look smaller due to the huge sizes of cities.

Plus, what about essential services like fire prevention? I'd assume a lot of these rural communities are given money to maintain larger fire departments for those very common forest fires that occur in California in the summer.

There was an article in my local paper that basically said for rural areas around here for every $1 in taxes they pay it cost the city $1.30 to provide services. That's why I'm not a fan of cutting down forest just so we can create more rural housing which is unsustainable.

Well that explains why the Democrats are paying more tax then.

If people in rural California where wealthier then people in the Cities then why aren't they paying more?

And dozens of sex offenders are easily balanced by however many thousands of homeless people litter San Fran and Los Angeles.

And lastly, as a person Saskatchewan raised among the golden wheat and dull eyed yet delicious cows... Whats a rich farmer?
