Its a cultural thing. Tattoos are the realm of gangsters and thugs in certain parts of Asia. Tourists are not allowed to visit bathhouses in Japan if they have tattoos. Only licensed medical professionals are allowed to do tattoos in Korea. The landlord is from Korea, thus her repulsion to tattoos. Her repulsion to tattoos may not pass legal muster when it comes to who she is willing to rent to in Canada however, and breaking a signed lease definitely will not pass muster.
