They don't have to be involved in espionage to throttle or turn off (rotating outages) our cellular phone structure.

A lot of companies can become involved in espionage, that doesn't mean they are. I recall stories (Snowdon?) that certinan industries networking equipment would get diverted to NSA facilities before being opened, re-flashed, re-packaged and shipped off as if they were factory fresh. Doesn't mean the company participated in it.
