That's just the criminal (public) case. The civil (private) case is yet to come. Just like if a guy gets fined for breaking into my car. The gov't gets that money and if I want compensation for my busted car-window, I have to take the accused to civil court and sue him. There'll surely be lawsuits against VW before this all shakes out but they don't happen until all the public-law business is finished.

There is a buy back program, cost plus maybe 5k for each customer.

Dunno if that is depreciated cost, though.
