As long as he's on his meds, he's OK. So I don't really care if he's not locked up 24/7. But he needs to be somewhere where as soon as he shows signs of slipping, he is locked up again - ie he needs to be supervised on a daily basis. This isn't someone who does crimes in his right mind, or tries to run away, but it's a different story if he doesn't get meds on a regular basis. Those meds don't cure him, just keep him stable.
The problem arises because his doctors want to label him "cured" to prove what fart smellers they are. there's no such thing for this illness, you're either stabilized with drugs or off the rails. Guys like this, with no prior criminal history, are very unlikely to re-offend if they are stabilized. So keep him in a mental health boarding home, where he gets his meds every day, but could go to work etc.
