It sounds dangerous, but it sounds like something some terrorist would try.

Try and fail at. Considering the last few attempts by terrorists to commit terror in the West have resulted in singed testicles and burnt shoes I seriously doubt they could weaponise enough anthrax effectively.

Look at the Sarin nerve gas attack in 1995. The guy who masterminded the attack spent over a billion dollars to make his own batch of sarin gas and the end result was 13 dead and 50 injured. A horrible result in many ways yes. But it could easily have been so much worse. The cult that launched the attack used 4 people to deploy the gas on 4 trains. They could have gotten better results if they had had an AK and a spare clip or two.
