I don't understand why the UN has even set a target for participation of women in the military. Why 15%? What is so special about this %?

The UN, by its own admission, has failed miserably for a decade or more to boost the participation of women in peacekeeping operations, both at the military and the civilian police peacekeeping levels.
Why look at it as failure? Perhaps the numbers are low because so few women even pursue a military career and of those who do perhaps many do not meet the qualifications required to serve.
