i doubt any hydrazine would survive re entry.

yeah but I believe that example didn't make it into orbit, this one is in orbit, hense it has to re-enter the atmosphere.

Considering our lack of desire to help much in NATO I imagine our allies won't get involved in this. It will get a lot worse for us if a particular presidential candidate wins office...

Actually, that rocket uses Unsymetrical Di-Methyl-Hydrazine (UDMH). It will explode if exposed to fire and oxidizer. An obvious oxidizer is oxygen. I thought N2O4 is more toxic. That's the oxidizer on that rocket. It reacts vigorously with water producing both nitrous acid and nitric acid. But I guess that'll break down quickly in the ocean.

True, but Hydrazine tanks are usually made of annealed titanium wrapped in graphite, and often survive re-entry. The fuel might not due to it's volatility, but when hydrazine tanks do survive, they often contain some hydrazine.
