If there ever was the impetus to shutter the CIA and have most of the senior figures in the Bush administration arrested and put on trial for war crimes, then here in this report is the compendium of their crimes.

Truth of the matter here, guys, is that CIA is being credited with actions that other government agencies conducted. Anymore CIA is mostly composed of analysts who work in cubicles much like many of you do. Obama has slashed the numbers of field operatives across the various agencies and CIA got hit the worst.
I honestly have no idea who the field operatives are these days but anyone with a cursory understanding of DC these days knows it's not CIA.

Yes, but the report period is prior to O'Bummer's election and slashing of field operative numbers. Your post has no bearing on what the CIA was doing prior to 2009.

Some of the lowlights from the report:  These are the tactics of totalitarian regimes and despots.  In other words, torture didn't result in finding OBL. And finally, an excerpt from the Geneva Conventions: $1: No exceptional circumstances whatsoever, whether a state of war or a threat of war, internal political instability or any other public emergency, may be invoked as a justification of torture.

From the UN Rapporteur on Human Rights: $1: It is now time to take action. The individuals responsible for the criminal conspiracy revealed in today’s report must be brought to justice, and must face criminal penalties commensurate with the gravity of their crimes. The fact that the policies revealed in this report were authorised at a high level within the US Government provides no excuse whatsoever. Indeed, it reinforces the need for criminal accountability.
International law prohibits the granting of immunities to public officials who have engaged in acts of torture. This applies not only to the actual perpetrators but also to those senior officials within the US Government who devised, planned and authorised these crimes.
As a matter of international law, the US is legally obliged to bring those responsible to justice. The UN Convention Against Torture and the UN Convention on Enforced Disappearances require States to prosecute acts of torture and enforced disappearance where there is sufficient evidence to provide a reasonable prospect of conviction. States are not free to maintain or permit impunity for these grave crimes.
