Actually it depends on who's counting them, and how they're established as Czars.

Wikipedia for example counts anybody who was ever referred to by at least one MSM article, or editorial as czar.

Also those who want to incorrectly make the point Bush had more count the same position twice, or more, if there was a replacement, or replacements.

The economy has been circling the bowl for quite some time thanks to Dubya and any new administration has to hurt to clean up the mess but those in the 'know' hate change and would rather bankrupt the poor rather than face the fact that simple greed put American's and pretty much the rest of the world in the situation that it is in right now.
