The prime minister also reiterated the government's boycott of an upcoming UN conference on racism in Durban, South Africa. The conference, known as Durban II, is a followup to a similar UN summit in 2001 in Durban.
Several non-governmental organizations criticized the U.S. and Israel at the 2001 conference, prompting the U.S. delegation to walk out in protest.
Harper said Canada has "every reason" to expect the followup conference, scheduled for next year, will be a repeat of Durban I.
"This country will not be party to an anti-Semitic and anti-western hatefest dressed up as an anti-racism conference," he added.
The prime minister noted that Canada was the first country to suspend relations with the Hamas-led government in Palestine, and that it has "refused to be bullied into signing on to one-sided international resolutions against Israel."
Harper also highlighted Canada's participation in an international task force on Holocaust "education, remembrance and research."
"The Holocaust must be retold, not just for its value as history, but so that we recognize, today and in the future, its signs and its apostles wherever in the world they might appear."
