This is a bit "Cold War" of me, but I believe the US Navy is taking as close look as the can at this.

This is a boat whose keel was laid in 1993 and they're just now finishing it. This boat is 1) not a threat and it is 2) obsolete. The Russians are really not doing anything new here but just making do with left-overs from their glory days.

The electronics will be 2010, not 1993. The hull has no bearing on the type and quality of the guts in this sub which will all be updated to give the German 214 with AIP a run for its money as the quietest sub in the world.

As for quiet subs not being threats, just ask the South Koreans about how 'harmless' they are.

I think the SK's were just caught not paying attention. They were in their own territorial waters and the NK sub was probably waiting for them on their routine patrol.

Yes, the Russian sub is no doubt carrying some updated equipment but it still has the same old nasty Soviet-style powerplant that pumps mercury around it in a rather noisy fashion. Again, it's not a threat (at least to NATO forces) and I think it's more window dressing to show Russians at home that their government is trying to recapture their former empire.
