Not only did they embarrass the RCMP they embarrassed Canada in an International incident. One of the few issues of a reasonable sentence for a disgusting act.
I don't think it embarrassed Canada at all nor was it "international".
Killing a Polish citizen is an International issue. Here was the political fallout as reported on Wikipedia:
