Back, back in Dec 2014 the Clerk's Office asked members what Committees, Boards and Agencies they would be interested in being appointed to R Ford's list looked something like this
Government Management 1st choice for a Standing Committee (all members must be on at least one standing committee)...He was appointed
He then expressed interest in other Council Committees...Audit, Budget, Striking (the committee choosing the members of the commitees) and Civic Appointments. Of those he was appointed to the committee he would least be dangerous in the Audit Committee (so he batted .250 there)
The Agency choices were up then and R Ford's choices were Toronto Community Housing and Toronto Police Service Board. He drew a blank on those two.
Finally we get down to outside agencies of which City Council can appoint members. R Ford's choices here were Cdn Film Development, Hockey Hall of Fame and Toronto and Region Conservation Authority. Striking Committee couldn't very well appoint R Ford to agency involved with a 1B and climbing industry (film) Toronto.
It left HHoF where R Ford would be only one of eighteen and TRCA as 1 of 28 members (14 of which are Toronto Councillors)both appointments last only one so any difficulty could be kept to minimum
There you have what I surmise was the reasoning to put R Ford in an HHoF Director Chair

My understanding is that the hockey hall of fames' ticket revenue has been abysmally bad as of late.

In a risky attempt to increase traffic and generate revenue, there was a board decision to expand into other areas of gallery style exhibts. Ford's desk will apparently be seated beside the bearded lady and the human mermaid.
