The Queen is now lunching at Government House, and will depart for a huge gathering at The Forks in early evening. Thousands of people are expected at The Forks, and organizers say they don't have an emergency plan specific to tornados.
The Queen's safety would be paramount, and she would likely be bundled into her car and taken to safety.
