That's what I thought, reading the article, it sounds like the ban is for players not refs: First the rule "Rule 4 set out by FIFA, the international soccer governing body, which prohibits religious statements in team uniforms." Then this statement:
"The situation is clear," the statement reads. "Wearing a hijab is not allowed on Quebec's soccer fields just as necklaces, earrings, rings are prohibited, and we will follow the rule until FIFA says otherwise."
Sounds like they are reading it to suit there own beliefs, it clearly says players with no mention of refs.
This is discrimination no doubt about it.
