Why not? It's Canadian waters. When an a aircraft enters Canadian airspace they do the same thing why should ships at sea do any differently.

It's actually a bold geopolitical move that I support 100%. They are indeed Canadian waters, but many countries, including our 'best friends' the US don't recognise our sovereignty over that portion of the Arctic.
