On a more serious note I agree with the commenter on the site who said that the criminals are not 'dissidents' but instead are terrorists.
The BBC is incapable of calling anyone a terrorist these days.

I agree terrorists are terrorist and should be treated harshly. I'm just pointing ut that as President Obama doesn't uses the words "Islamic Terrorist" just as the BCC doesn't like to use the word "terrorist". They both think it is un-nice to offend bad people.
