I see nothing more than promises to negotiate....maybe I am confused on that.

I hate to say it, but I see this going the same direction as NAFTA. I am not sure about Mexico, but both Canada and the US did enter claiming it would be wrapped up pretty quick...gonna be into year 3 before they even start to sign up deals now.
