Yes, they are idiots. They're going to allow a sale for $150M when there's $200M+ offer on the table. But $10M+ cash in each of their pockets for expansion fees is a lot of dough.

By propping up a team financially for years, they're spending that money they may get with an expansion fee. If every team is dumping millions to support a franchise that's failing, their losses will far outweigh any gains they may make for an expansion team.

Sure, grant some guy a team in Hamilton, then hand away your share to prop up shitty franchises like Phoenix, Florida and Tampa. Considering the economy is in the shitter in the US, expect these teams to tank even worse.
Depends on the owner in those shit locations. Whose gonna foot the bill for Phoenix losses? Jerry Moyne, not the other 29 owners. That's why they want owners with DEEP pockets in these shit markets. They old boys aren't gonna dig into their own coffers to support these follies.

Nope, it's a lose-win situation. Lose the $10M+ each, cash in their pockets. NOW. Win on the more profitable franchisee. Win-win would be to move the Coyotes somewhere ELSE that could be profitable (Winnipeg? Las Vegas? wherever) AND sell a new franchise in Hamilton/K.W. for $500M+.
