I thought it sounded alot like this explanation of proof by Jean Chretien.

A proof is a proof. What kind of a proof? It's a proof. A proof is a proof. And when you have a good proof, it's because it's proven.
Either way it's not a good sign when your minister of the middle class can't explain what the middle class really is. But then again the Liberal party has been avoiding what the middle class really is since they got reelected in 15.
