Part of the Pardon process was for Police to remove any mention of an applicant in their records. With no Pardon process anymore, any of these 'known to police' situations or 'arrest records' never are destroyed.

I'm just talking about you call the cops to report a crime. They want your name, address and birthdate. AFAIK, that makes you "known to police."
I've certainly never had any trouble passing a criminal records check, including for the feds, but still I worry.

They don't.
Pardon's don't relate to witness records nor can/could you file a pardon request for the removal of such information.
