Well, given the size and capability of the ships Harper proposed, it might have been feasible to build six of them for that price, but eight was unlikely.
The ships Harper proposed are similar to Denmark's Thetis class frigate, with some ice capability and a variety of potential weapons systems embarked (in a modular fashion).
Frankly, I was of the opinion that the design, while not bad, was not good enough, as they are not capable of year round operations in the Arctic, which for an 'Arctic Patrol Vessel' should be mandatory. Instead, these APVs would be capable of operating for 4-5 months per year (mostly during the summer and early fall) before the ice gets too thick.

Deck-Mounted Guns seem a little old fashioned.
Similar ships (Denmark's Thetis and Norway's Svalbard) mount only a gun for use in Arctic patrol. The difference is they carry larger guns (76 mm and 57 mm respectively).
