Go after the owners. Freaking out about a Breed and banning them does nothing but harm those who train them properly.

They aren't banning them.
Read the article.
All sounds reasonable to me.

"As soon as the bylaw comes into effect on Sept. 26, 2016, no new pit bulls would be allowed in Montreal.
Pit bulls would also have to be muzzled at all times when off the owner's property and kept on a short (1.25 m) leash except when in a dog run or in an area with 2 m tall fences"
Okay not exactly a Ban just a form of letting the breed die out in a generation or two.

We had a German Shepard that would vigorously hump any guy who was wearing a leather coat. I kind of liked it.

I don't know about where you live but Pit Bulls have become the most common breed around. Almost never see shepherds and spaniels like when I was a kid. And though I sympathize somewhat with the pit bull sympathizers, as I have got so many pit bulls in shit doing field service work - the customer answers the door and there I am, patting their dog on the head... the other thing I've come to conclude is that:
While ALL pit bull owners are not total assholes, 100% of total verifiable assholes own at least one pit bull.

Since it's apparently not the breed, but the owners, ban the owners. Simple.

That's happening more often too thank God. Ownership bans re being imposed in a lot of instances. A couple I know saw a pitbull tied up outside with a short chain that acted quite aggressive, the poor thing had to shit and eat in the same spot and had no shelter. They took to bringing it food and when it accepted them, the used a boltcutter and took it. Left a note for the owner on his door that they 'confiscated' his dog, call the police if you want but we'll make sure you're charged with animal cruelty, asshole.
A year later, that dog won't let you sit on their couch without climbing on your lap and licking and wagging you to death.

Some pitbulls are used as registered therapy dogs. It's the asshole owners that are the real problem. Hell, I'd give nimbyT's tea cup poodles and pomeranians a wide berth.
