Because someone in government would be embarrassed if they were compelled to admit to a mistake. It's far better that people die than a career bureaucrat face the music.

I would guess not so much. But, what's it going to cost to replace these with units that work? Including whatever backshish has to be paid for the new units. A certain degree of Sunni against Shia terrorist events are good for the Shia government, but it looks like they may be coming close having to actually do something. Not that it is easy for them to stop all attacks, which likely will only incease as ISIS gets it's ass kicked militarily.
